Item No. 8K <br />Meeting Date: June 27, 2005 <br />Type of Business: CB <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Steve Dazenski, Parks Supervisor <br /> <br />Item Title/Subject: Resolution 6489 Approving Expenditure of Funds <br />to Repair Roof Top Unit No. 7 at the Community <br />Center <br /> <br />Background <br />The City has experienced multiple failures of "Roof Top Unit No. 7" at the <br />Mounds View Community Center. This unit provides both the heating and cooling <br />for the commons area and the entire front desk area. <br /> <br />Staff had contacted UHL Company to diagnose the failures with this unit. <br />As a note, the City has been utilizing the services of UHL Company for all <br />heating, ventilating, and air conditioning (HVAC) needs at the Community Center <br />over the last three and a half (3 ½) years. UHL Company was the selected by the <br />City in 2001 to address the HVAC issues that were identified in a study <br />performed by the firm of TKDA. <br /> <br /> <br />Discussion <br />UHL Company has determined that a shutter actuating drive motor failed and did <br />not allow proper airflow across the heat exchanger. This caused high heat <br />conditions on the exchanger. This, along with the unusual heating and cooling of <br />the exchanger, caused a portion of the exchanger to crack. The cracked heat <br />exchanger now allows air to pressurize the combustion chamber, which blows <br />out the combustion flames resulting in a heating failure. The cracked heat <br />exchanger could also introduce carbon monoxide into the occupied space of the <br />building. The VAV (variable air velocity) box air shutter door also needs to <br />operate to allow cool-fresh outside air into the building. <br /> <br />This unit was installed seven (7) years ago and is no longer under warranty. This <br />unit has a life expectancy in excessive of twenty-years (20). Therefore, repairing <br />the unit as opposed to total replacement is the most economical and cost <br />effective option. <br /> <br />The cost for replacement of a 40 ton unit would be approximately $40,000.00 and <br />the heat exchanger on a new unit would be warranted for 5 years.
