<br />Item No: 09D <br />Meeting Date: July 11, 2005 <br />Type of Business: CB <br />Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council Members <br />From: Tim Pittman, Public Works Supervisor <br />Item Title/Subject: Resolution 6578 Approving a Contract for the Scheduled <br />Replacement of a Street Sweeper <br /> <br /> <br />In the late 1980’s the City of Mounds View did a cost comparison of taking over the <br />snow plowing and street sweeping of all the municipal roadways, which was contracted <br />to the County of Ramsey. After it was determined that it was in the best interest of the <br />City of Mounds View to purchase the equipment required to successfully complete <br />these programs with in the public works department. One (1) of the pieces of equipment <br />is a 1990 Elgin Street Sweeper (3-wheel mechanical) that is used for fall (leaf pick-up) <br />and spring (sand and debris pick-up) street sweeping, this is also used periodically to <br />clean up parking lots, after parades (Festival in the Park), and through out the summer <br />months as needed to keep the City of Mounds View street clean and safe. <br /> <br />As mentioned, this is a 1990 model that is up for replacement, this is in the 2005 <br />budget account # 245-4417-7030, in the amount of $114,000.00. Due to steel prices <br />and inflation since last quoted for budget purposes the purchase price for a 3-wheel <br />sweeper has increased to $126,978.00 plus sales tax. With this increase staff looked at <br />another style of street sweeper that other cities are converting to and will best serve the <br />City of Mounds View’s needs in more ways than one. With 43.5 miles of roads and the <br />requirements of the city’s NPDES (National Pollution Discharge Elimination System), <br />Municipal Separate Storm Sewer Permit and the City’s Storm Water Pollution <br />Prevention Program in full gear and a 5-year program that is mandated by law, this <br />sweeper would benefit the city in meeting these requirements. This sweeper would also <br />require less staff to perform these duties. This is a 4 Wheel Regenerative Air Sweeper <br />that has multiple capabilities, rather than just sweep the roads it has a vacuum system <br />that helps in picking up all the impurities that are running to our streams and rivers at <br />the same time. <br /> <br />Street sweeping with the 3- wheel mechanical sweeper such as the city owns has been <br />around since the 1950’s and has been very effective for the use it was created for, such <br />as spring and fall street cleaning and new construction of roads. Due to environmental <br />concerns and laws put into effect the demand for a more efficient type of sweeper has <br />been created to help meet this criteria. The 3-wheel sweeper can clean the surface of <br />large debris, but dirt and fine particulates are left behind on the surface and in the <br />cracks. This also has a main broom that needs to be replaced every 120 to 150 hours, <br />(2) brooms per year at the most recent cost of $299.66 each plus tax, and this is a total <br />of $638.28 each year. Requires (2) employee’s to perform this job, (1) to operate the <br />sweeper and (1) to operate a dump truck that the sweepings are dumped into, and then <br />they are hauled to a dumpsite. It takes approximately (31/2) weeks to sweep all the <br />roadways in the City of Mounds View with the 3- wheel sweeper. The 4-wheel sweeper <br />would reduce labor costs due to being a (1) person operation and eliminate the costs <br />associated with the use of a dump truck. During street sweeping operations at this time
