<br />-Brand Reputation. After contacting multiple users of both sweepers we <br />felt the Elgin Crosswind has established a consistent reputation of <br />performance and reliability. <br /> <br />-Operator friendliness. The staff wholly agreed that the Elgin Crosswind <br />was much easier to operate, both in a street sweeping application and <br />when cleaning catch basins. <br /> <br />-Safety. The staff feels that the design of the Crosswind, specifically the <br />way in which the hopper is emptied, is much safer than other designs. <br /> <br />The cost differential would come from the vehicle replacement fund that was approve <br />by Mayor and Council to assist in the budgeted amount of $114,00.00 to make up the <br />difference of $12,408.03 + tax. <br /> <br />Staff was asked to explore other options. These were as follows: <br /> <br />1. Purchasing with another city: <br /> <br />Staff does not feel that this is an option because of conflict of the same <br />programs and time frames. Staff did follow thru and called the surrounding <br />communities to see if this was of interest. These cities consisted of: <br /> <br />Blaine, at this time they have (2) 4-wheel sweepers and didn’t feel it would work <br />to have a joint ownership due to conflicting schedules, they have the same <br />programs and services as The City of Mounds View. <br /> <br />New Brighton, they have (2) 3-wheel sweepers and are seriously looking at a 4- <br />wheel sweeper to replace one of them when it is up for replacement. They have <br />a 15-year replacement schedule on their sweepers. Their comments and <br />concerns were the same. <br /> <br />Fridley, they have (2) sweepers, (1) 3-wheel sweeper and (1) 4-wheel sweeper, <br />they replace their sweepers between 5-7 years due to the wear and tear that <br />they receive. Their comments and concerns were of the same. <br /> <br />Shoreview , they have (1) 3-wheel sweeper, it is a 1997 Elgin that they are <br />replacing next year, and this is a 9-year replacement. Staff is seriously looking at <br />a 4-wheel sweeper to replace it. They have no interest in a joint ownership, didn’t <br />see how it would be feasible to get the demands accomplished if this were <br />implemented. They have a street crew of (6) employee’s and they run a sweeper <br />almost every day. <br /> <br />Arden Hills, they have (2) 3-wheel sweepers, same comments and concerns. <br />They have a 10-year replacement program and will be looking at the 4-wheel <br />sweeper when the replacement schedule is in effect. <br /> <br />Spring Lake Park, at this time they contract out their street sweeping in the <br />spring and fall, they also felt that this would not work to have a joint ownership. <br />They are hoping to purchase one in the future to save on this expenditure (2) <br />times each year, and have the ability to go out when ever staff felt it was <br />necessary. <br />
