This action allows the <br /> City approximately six months in which to develop regulations for these facilities. We are seeking Planning <br /> Commission's assistance with designing the process we will use for developing the regulations and with <br /> preparing the ordinance. <br /> Recommendation <br /> • It is staff's recommendation that the result of the discussion on August 21, 1996 would direction from <br /> Planning Commission on the following: <br /> • An outline of how the process for developing the ordinance would work,with staff's <br /> recommendation that it include Planning Commission,representatives from the telecommunications <br /> industry, and citizens. <br /> • A working list of topics which the ordinance would cover. <br /> Background/Analysis <br /> The City Council took action to enact a 180-day moratorium on August 12, 1996 on the use,development or <br /> construction of commercial wireless telecommunication towers and antennas. The City of Mounds View does <br /> not now have regulations regarding such facilities. The City does have regulations on satellite dish antenn,s <br /> and television and radio antennas. <br /> Staff has assembled background information for Planning Commission to review as we begin the process of <br /> developing an ordinance. In your last packet,we transmitted to you the April 1996 issue of Zoning News <br /> which discusses current zoning practices dealing with cellular facilities. In this packet,we have attached the <br /> following additional items providing background information for Planning Commission: <br /> • Research Memo for City Officials from the League of Minnesota Cities,entitled"Wireless <br /> Telecommunications Towers and Antennas" <br /> • "Wireless Communications Facilities Issues Paper",prepared by the San Diego Association of <br /> • Governments (SANDAG) <br /> • Excerpts from"The Telecommunications Act of 1996: What It Means to Local Governments" <br /> 1110 prepared by the National League of Cities <br />
