There are occasions when <br /> improvements such as landscaping cannot be <br /> completed until the next growing season <br /> because of weather. In these situations, <br /> security could be required for installation of the <br /> landscaping and an occupancy permit issued. <br /> For public improvements such as sidewalks, <br /> curb and gutter, streets, etc., development <br /> contracts and security are needed and no <br /> • <br /> change is proposed in this requirement. She <br /> expressed that development contracts are not <br /> needed for proposals such as oversized <br /> garages. Resolution No. 470-96 talks about <br /> making these minor items exempt because no <br /> other improvements are involved. It was <br /> requested by the Planning Commission that <br /> Resolution No. 470-96 be amended to state <br /> that the Planning Commission recommend and <br /> the City Council grant waivers when such <br /> contracts are not needed to fulfill the <br /> requirements of the ordinance, rather than <br /> exempt certain situations.
