Planning Case No. 454-96 • <br /> September 4, 1996 <br /> Page 2 <br /> Background: <br /> Erik Anderson, the applicant, is requesting a minor subdivision to split the property at <br /> 8021 Eastwood Road into two separate parcels. <br /> At the Planning Commission's agenda meeting on August 21, 1996, several issues were <br /> raised: <br /> • the removal of the word"proposed" from the utility and drainage easements <br /> • the encroachment of the driveway into proposed utility and drainage easements <br /> • the spelling of the applicant's name <br /> Since the Planning Commission meeting, several other items have come to light. The <br /> quick claim deed in the file showing Mr. Anderson's ownership of the property was dated <br /> October 24, 1995 did not show evidence of recordation. We requested Mr. Anderson to <br /> supply a recorded copy of this deed. He has provided us with a copy of a warranty deed . <br /> for the property, but it also does not show evidence of recordation. A contingency has <br /> been included in the attached resolution requiring that evidence of ownership be supplied <br /> prior to the City Council taking action on this case. <br /> Ramsey County has established standards for the format for land surveys if they are used <br /> for creating lots. A title block, approval block for the City Council, and signature blocks <br /> for the Department of Property Taxation, County Surveyor and County Registrar of Titles <br /> are needed and have been added by the applicant. <br /> The City Attorney has advised that easements cannot be dedicated by way of a land <br /> survey, and need to be dedicated by a separate recorded easement. <br /> Analysis: <br /> The proposed lots each meet the minimum lot area and width requirements as outlined in <br /> the Zoning Ordinance. <br /> Required Proposed Requirement Met? <br /> Minimum Lot Area <br /> (Interior) 11,000 appr. 19,057 YES <br /> (Interior) 11,000 appr. 19,057 YES <br /> Minimum Lot Width <br /> (Interior) 75 feet 82.5 feet YES <br /> (Interior) 75 feet 82.5 feet YES <br />
