• Planning - <br /> a g Case No. 452 96 <br /> New Apostolic Church; 3025 County Road H <br /> September 4, 1996 <br /> Page 15 <br /> Parking <br /> There are several issues related to parking which require further discussion. <br /> Compact Spaces: The Zoning Code allows 10% of the required spaces to be compact size <br /> (16 x 8.5 feet.) The number of spaces required for this proposal is 31; three of the spaces <br /> may be compact size. The applicant has shown seven spaces, which is more than allowed. <br /> There is another problem with the compact spaces. The length of the side stripes is 16 <br /> feet which appears to meet the length requirement. The spaces are angled, however, <br /> which means that the car will extend further than sixteen feet on the far side when the <br /> front bumper or wheel of the car hits the curb on the near side of the parking space. Staff <br /> has measured some compact cars and they are approximately 14-15 feet long. If a 9 x 15 <br /> foot box is drawn in one of the compact parking spaces on the applicant's plan, to <br /> represent a car parked in the space, the back bumper will be within five feet of the curb <br /> line along the church building. The car will block the drive aisle behind it. Even if <br /> allowance is made for the car pulling forward until a tire hits and overhanging the curb, <br /> only 1-2 feet is gained and the car is still extending to within 7 feet of the curb line. The <br /> • drive aisle is still impassable. The only solution available, if the compact spaces remain is <br /> this location, is to "sawtooth" them into the buffer area along the north property line. A <br /> diagram showing the existing situation, and the"sawtooth" design is attached. <br /> Standard Spaces: The Zoning Code requires standards spaces to be 9 x 20 feet. The <br /> applicant has shown these spaces at 9 x 18 feet. Also the second bay of parking from the <br /> east edge of the site needs to be relocated eight feet to the west, so the drive aisle behind <br /> the first bay of parking is 23 feet wide, and the drive aisle between the second and third <br /> bays is 23 feet wide. <br /> Handicapped Spaces: The - : .• :'- = -4 4. : -: .. - <br /> be 8 feet wide, with an access aisle five feet wide. Two spaces may share a common <br /> access aisle. The applicant's plan shows one handicapped space and an aisle which meets <br /> these dimensions; the second handicapped space is 7.5 feet wide. The second space would <br /> have to be made wider by one-half foot. <br /> In summary, the parking proposal does not meet the Code requirements, and correcting <br /> the dimensions will reduce the buffer areas provided. Staff also questions whether four of <br /> the compact spaces could be made standard size, to comply with the Code, and still fit. <br /> • <br />
