The width of the buffer areas along the east end of the north <br /> side and the east side of the property is less than the minimum seen on other church sites <br /> in Mounds View(14 feet). The typical width for buffer areas on other church sites is 30 <br /> feet. The reworking of the parking lot to fix problems with parking stall sizes and layout <br /> has reduced the buffer area, in particular in the center section and on the east end of the <br /> north side. <br /> Staff questions whether adequate buffering has been provided. <br /> d. Adequate off-street parking and access is provided on the site or on lots directly abutting or <br /> directly across a public street to the principal use in compliance with Chapter 1121 of this <br /> Title and that such parking is adequately screened and landscaped from surrounding and <br /> abutting residential uses in compliance with Section 1103.08 of this Title. <br /> The site has adequate access with two driveways, one on County Road H and one on <br /> Pleasant View Drive. The driveway onto County Road H is 20 feet in width and will be <br /> • used for emergency vehicle access. The one on Pleasant View Drive is twelve feet in <br /> width and needs to be signed as"Exit Only". The problems with the parking stalls at the <br /> west end of the property, along the north side, have been solved by changing the spaces <br /> from angled to parallel. The dimensions are shown at 9 x 20 for two compact stalls and 9 <br /> x 22 for three regular stalls. The Zoning Code does not address sizes for parallel spaces. <br /> Research on dimensions for parallel spaces indicates these sizes are acceptable.' The drive <br /> aisle will be 12 feet wide between the spaces and the building, which is wide enough for <br /> one way traffic. The Fire Department has indicated that if the building is sprinklered, the <br /> 20 foot drive on County Road H will be sufficient for emergency access. (They willnot <br /> be relying on the drive along the north side of the building) <br /> The main parking lot meets the Zoning Code dimensional requirements in that all of the <br /> parking spaces in the main lot are now 9 feet by 20 feet, and the drive aisles are 23 feet. <br /> The handicapped spaces are 8 feet wide with a five foot aisle between them. Staff has a <br /> concern with the distance between the end of the middle bank of parking and the <br /> beginning of the driveway throat. This dimension was 17 feet and is now 15 feet. We are <br /> I Staff reviewed the following sources regarding sizes for parallel parking spaces: <br /> - Minnesota Department of Transportation: range of 22 to 26 feet for regular spaces <br /> - Traffic Engineering Handbook,Institute of Transportation Engineers: 22 feet for regular spaces <br /> - Highway Engineering(Oglesby and Hicks): range of 22 to 26 feet for regular spaces <br /> • Staff also consulted with several cities in the vicinity. None of them had dimensions for parallel <br /> spaces. <br />
