Planning Case No. 452-96 <br /> New Apostolic Church; 3025 County Road H <br /> September 18, 1996 <br /> Page 8 <br /> concerned whether this is sufficient to maneuver fire trucks, and will be checking with the <br /> Spring Lake Park-Blaine-Mounds View Fire Department. <br /> The applicant has provided 29 parking stalls (two of which are marked for handicapped). <br /> This number would limit the seating capacity of the church to 116 seats or 212 lineal feet <br /> of bench seating. It is our understanding that the applicant is proposing a 115 seat church. <br /> Staff has not received a revised floor plan showing the change in seating capacity. <br /> Finally, Chapter 1121 includes Subd. 12 which states"Required screening: All open, <br /> nonresidential, off-street parking area of five (5) or more spaces shall be screened and <br /> landscaped from abutting or surrounding residential districts in compliance with <br /> 1103.08(6) of this Title." <br /> The plan meets the dimensional and numerical requirements of Chapter 1121 of the <br /> Zoning Code as long as the seating capacity is limited as noted above. The degree to <br /> which the proposed plan meets Section 1103.08 has been discussed in the preceding <br /> section c. A question remains on whether there is adequate on-site circulation for <br /> emergency vehicles, and whether there is adequate screening and landscaping from <br /> surrounding and abutting residential uses. <br /> e. Adequate off-street loading and service entrances are provided and regulated where <br /> applicable by Chapter 1122 of this Title. <br /> Off-street loading areas are not required for this type of use or this size of building. <br /> f. The provisions of subdivision 1125.01(1)e of this Title are considered and satisfactorily <br /> met. (This section is quoted below.) <br /> Adverse Effects: The Planning and Zoning Commission shall consider possible adverse <br /> effects of the proposed amendment or conditional use. Its judgment shall be based upon(but <br /> not limited to)the following factors: <br /> (1) Relationship to the Municipal Comprehensive Plan <br /> (2) The geographical area involved. <br /> (3) Whether such use will tend to or actually depreciate the area in which it is proposed. <br /> (4) The character of the surrounding area. <br /> (5) The demonstrated need for the use. <br /> Current planning staff is not familiar enough with the City's Comprehensive Plan to <br /> comment on the relationship between its goals and policies and this application.
