Item No. 9A <br />Meeting Date: July 25, 2005 <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br /> <br />Item Title/Subject: Resolution 6586 Approving Plans and <br />Specifications for the Emergency Vehicle <br />Preemption (EVP) Installation Project <br /> <br />Background: <br />On April 25, 2005, the City Council approved Resolution No. 6502 accepting the <br />Memorandum Report from BRAA, waiving the public improvement hearing, <br />ordering the project, authorizing the preparations of plans and specifications, <br />authorizing the solicitation of quotes, and authorizing the initiation of discussions <br />with Ramsey County to update agreements for the Emergency Vehicle <br />Preemption (EVP) Installation Project. <br /> <br />This project entails the addition of an Emergency Vehicle Preemption (EVP) <br />system to all traffic signals along County Highway Road 10 and the traffic signal <br />located at County Road I and Quincy Street. <br /> <br />An EVP system allows emergency vehicles to utilize a specialized strobe light to <br />override the programming of a particular traffic signal to give the emergency <br />vehicle a dedicated green light from the direction of its travel and a red light to all <br />other approaches. <br /> <br /> <br />Discussion: <br />The plans and specifications for the Emergency Vehicle Preemption (EVP) <br />installation project have been completed. Attached is a copy of the plans for City <br />Council’s review. <br /> <br />It is recommended that the City Council approve the plans and specifications for <br />this project. <br /> <br />Should this project proceed, the next City Council actions will be to approve the <br />updated agreement with the County and to award a contract. It is estimated that <br />a possible contract award will be presented to the City Council on August 8, <br />2005.
