Mounds View City Council June 27, 2005 <br />Regular Meeting Page 9 <br /> <br />469.101 talks about boundaries of districts being contiguous not overlapping. He expressed 1 <br />concerns stating that there could be a conflict unless part of the district is decertified prior to 2 <br />accepting a new district with new boundaries. He noted that he feels very strongly that 3 <br />Medtronic is strong-arming and that this is an inappropriate use of TIF. He clarified his 4 <br />understanding stating in 469.174, Subdivision 10, it has specific requirements for the type of land 5 <br />placed into TIF. He asked the City Attorney if the legislation sets aside 469.174 noting that it 6 <br />does have some specific rules that it adds, some rules that it changes, but it did not say that it set 7 <br />aside 469.174. He stated that these are questions he thought the Council would be interested in 8 <br />and would like to have them added for their conversation. 9 <br /> 10 <br />City Administrator Ulrich stated that he spoke with Kurt Mueller from the State Auditors office 11 <br />and he indicated that they do not have standards or guidelines in terms of the percentage of tax 12 <br />base within TIF. He stated that they do not have any other standards beyond what is allowable by 13 <br />State Law. 14 <br /> 15 <br />Council Member Thomas stated that she had also discussed Mr. Amundsen’s question in regards 16 <br />to the special legislation that was passed regarding the TIF district. She stated that she has not 17 <br />gotten an answer yet noting that their tax staff at the house is a bit occupied at the moment. She 18 <br />stated that it is her hope that she would hear from them soon. 19 <br /> 20 <br />Council Member Flaherty stated that he would like some clarification on the overlapping of 21 <br />districts. 22 <br /> 23 <br />City Administrator Ulrich explained that there would be a de-certification of that portion of TIF 24 <br />District 3, which currently is located on golf course land. He assured Council that it would not 25 <br />be overlapping districts. He stated that there would be a concurrent de-certification and then a 26 <br />creation of the new district that would contain Medtronic. He stated that this would be the new 27 <br />25-year district. He explained that the new district would then be TIF District 5. He further 28 <br />explained that TIF District 3 is the SYSCO District, which includes the western portion of the 29 <br />golf course and would be taken out. 30 <br /> 31 <br />David Jahnke, 8428 Eastwood Road stated that he would like to thank Economic Development 32 <br />Coordinator Backman for all of his work noting that he has done a tremendous job. He stated 33 <br />that he feels bad when they say Medtronic is strong-arming. He stated that Medtronic is not that 34 <br />type of a company noting that he has heard all these terms throughout this process and wanted to 35 <br />express his concerns. He asked if there was a clear understanding of the term noting that it is not 36 <br />a good term to use for such an outstanding company. 37 <br /> 38 <br />Dan Hall, 2200 Highway 10, stated that he would like to hear the views of each Council Member 39 <br />as to how it has been to deal with Medtronic. He asked Council if they believed Medtronic is 40 <br />strong-arming or are they an upstanding company. He stated that he truly believes this would be 41 <br />the best thing for the city noting that then the city could then use TIF in a different way. He 42 <br />suggested the possibility that the city might be able to purchase old housing stock, demolishing 43 <br />and selling to developers in order to keep upgrading Mounds View and make it into a premier 44 <br />city. 45
