Mounds View City Council June 27, 2005 <br />Regular Meeting Page 10 <br /> <br /> 1 <br />Mayor Marty explained that they have this program in place for the present time noting that they 2 <br />have certified a number of parcels throughout the city as being TIF eligible for housing 3 <br />replacement. He further explained that they would not be taking anyone’s property. He stated 4 <br />that this is only if the property owners deemed to sell it to the city. He stated that a number of 5 <br />these properties are in disrepair and in order to sell the property to an outside buyer they would 6 <br />have to be brought up to city code, but to sell the property to the city, using TIF funds, they could 7 <br />sell the house outright without repairing. He noted that the Medtronic TIF proposal is setup 8 <br />differently than the current TIF proposals being used over the years. He explained that 9 <br />Medtronic’s proposal is a pay as you go process and it would not generate any extra TIF pool or 10 <br />funds that the city could use. 11 <br /> 12 <br />Mr. Hall clarified that he did not ask if they were creating a larger TIF pool. He further clarified 13 <br />that he is encouraging them to look at ways to keep increasing the quality of Mounds View. He 14 <br />stated that it would be a nice process for the city to be able purchase properties before they 15 <br />become ransacked. He stated that by having a company like Medtronic come into the city it 16 <br />provides an opportunity for Mounds View to continue to upgrade the community. 17 <br /> 18 <br />Mayor Marty stated that it takes money for the city to be able to afford to purchase properties 19 <br />noting that presently the city is able to use some of the funds from a TIF pool captured by other 20 <br />districts noting that once these districts are de-certified and are no more, the city would not have 21 <br />this source of revenue funds. He stated that the city would not have the capital to invest in 22 <br />buying without using tax dollars. 23 <br /> 24 <br />Mr. Hall noted that city does not have the money right now noting that if the city doesn’t deal 25 <br />with Medtronic there would be no future dollars for this city and taxes would increase. 26 <br /> 27 <br />Stacy Kvilvang, Ehlers and Associates stated that essentially the Council’s goals for this tax 28 <br />increment-financing district is to pay it off as soon as possible. She explained that any excess 29 <br />TIF generated would go to pay off the note early so that they can shut the district down. 30 <br /> 31 <br />Cindy Sebesta, 2146 Hillview Road, stated that her home is listed in TIF district noting that she 32 <br />did not know this and was never notified until everything was passed. She indicated that many 33 <br />low-income and fixed-income people are also affected and did not know. She explained that it is 34 <br />not that she does not want to improve her home it is a matter of affordability. She further 35 <br />explained that she is a single mother with six children, noting that her job was cut and she has 36 <br />spent the last three years going back to school to improve her life. She stated that she resents the 37 <br />way she has been treated by this entire thing and to make a comment that her home should be 38 <br />destroyed. She expressed frustrations stating that she has worked very hard to keep things going 39 <br />noting that she has a large number of things to deal with including a child-support situation with 40 <br />her ex-husband along with trying to maintain her home. She stated that does not feel that the city 41 <br />has helped her out by placing her home into a TIF District. She stated that she did not get a 1/3 42 <br />reduction in her property taxes like what is proposed for Medtronic. She stated that this is a very 43 <br />unfair deal especially when it comes to homeowners when you take our largest asset and put at 44 <br />risk. She stated that this is the one piece of property she owns that’s going to be her ticket to a 45
