• <br /> • MOUNDS VIEW PLANNING COMMISSION <br /> RESOLUTION NO.474-96 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION THE ADOPTION OF ORDINANCE NO.590 AMENDING THE MOUNDS <br /> VIEW ZONING CODE, TITLE 1100,SECTIONS 1102.01, 1104.01, 1104.02, 1106.04, 1121.09, <br /> 1121.11,AND 1123.02 RELATING TO SETBACKS FOR PARKING LOTS,DRIVEWAYS, <br /> AND PRINCIPAL AND ACCESSORY BUILDINGS; MINIMUM LOT AREA FOR NON- <br /> RESIDENTIAL USES LISTED AS CONDITIONAL USES IN RESIDENTIAL DISTRICTS, <br /> AND THE CONTINUED USE OF NON-CONFORMING PARKING LOTS FOR NON- <br /> RESIDENTIAL CONDITIONAL USES IN THE R-1,R-2,R-3,R-4, AND R-5 DISTRICTS <br /> WHEREAS, the Mounds View Zoning Code sets forth provisions concerning setbacks for <br /> driveways,parking areas, and principal and accessory buildings; and, <br /> WHEREAS, it is in the community interest to assure that parking areas associated with larger <br /> scale uses such as multifamily residential, community facilities, commercial and industrial <br /> developments do not have an adverse visual and aesthetic impact on adjacent residential properties; <br /> and, <br /> WHEREAS, additional buffering is needed between parking lots associated with multifamily <br /> residential, business and industrial uses and adjacent'residential uses <br /> • WHEREAS, residential districts allow for certain non-residential uses such as schools, <br /> community centers, and churches as conditional uses, and additional buffering is needed between the <br /> parking lots associated with these uses and adjacent residential uses; and, <br /> WHEREAS, certain provisions in the Zoning Code related to setbacks for driveways,parking <br /> areas, principal and accessory buildings are in need of clarification; and, <br /> WHEREAS, with the adoption of increased setbacks for parking lots abutting residential <br /> properties, it is advisable to address the continued use of existing parking lots which do not conform to <br /> the revised setback requirements, and the ability to repair and resurface them. <br /> NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of <br /> Mounds View recommends approval of Ordinance No. 590, an ordinance amending Title 1100, <br /> entitled"Zoning Code,"of the Mounds View Munici -Code. <br /> BE IT FURTHER RESOLVED that the Mounds View Planning Commission directs Staff to <br /> forward this Resolution to the City Council prior to approval of the minutes. <br /> Adopted this 18th day of September, 1996. <br /> Jerry Peterson, Chairperson <br /> A 1-1'EST: <br /> (SEAL) <br /> • Pamela Sheldon, Community Development Director <br />
