Item #11 <br /> LA <br /> P NNING COMMISSION <br /> MEMO <br /> To: Mounds View Planning Commission <br /> From: Pamela Sheldon, Community Development Director \!� <br /> Subject: Wireless Telecommunications Towers and Antennas <br /> Planning Case No. SP-001-96 <br /> Date: September 12, 1996 <br /> Meeting of September 18, 1996 <br /> Issue <br /> The City Council has enacted a 180-day moratorium on new used, development or construction <br /> of commercial wireless telecommunication towers and antennas within the City of Mounds View. <br /> This action allows the City approximately six months in which to develop regulations for these <br /> facilities. The Planning Commission conducted its initial discussion session on this issue on <br /> •. August 21 and directed staff to prepare a list of questions which need to be answered before an <br /> ordinance can be drafted. <br /> Recommendation <br /> It is staff's recommendation that Planning Commission review the list of questions in this report <br /> and indicate for each question listed whether 1) there is a consensus on how the issue should be <br /> handled or 2) more information is desired prior to reaching a consensus. <br /> Background/Analvsis <br /> The Planning Commission has received considerable background information on this issue prior to <br /> this meeting, as well as receiving information from industry representatives and the Cable <br /> Commission. At your meeting on August 21, you asked staff to assemble a list of questions <br /> which need to be answered before an ordinance on wireless telecommunications towers and <br /> antennas could be drafted. This list is noted below. You have also received a chart summarizing <br /> provisions from ordinances adopted by other jurisdictions in the area which we are including <br /> again. This chart shows how some of the other jurisdictions in our area have answered most of <br /> the questions listed in this report. <br /> 110 <br />
