• Performance Standards for Antennas: <br /> —Height up to 10 feet is accessory, over 10 feet is conditional use <br /> —No signage <br /> —Screening to the extent practicable <br /> —If more than one antennas, clustered in a single location where possible <br /> —No artificial lighting unless required by the FAA <br /> • Accessory Buildings/Equipment: <br /> —Same rules apply as they would to any other accessory building <br /> —Additional size allowed for a telecommunications accessory building in <br /> the R district, up to 350 square feet <br /> —Architecturally designed to blend in with the surrounding environment. <br /> —Ground mounted equipment must be screened with vegetation or other <br /> approved means of screening <br /> • Abandonment Provision: <br /> —An abandoned tower may be declared a nuisance and removed by the City <br /> after use has been discontinued for 12 months <br /> • Health Standards: <br /> —Must comply with federal health standards; if those change, must comply <br /> with new standards <br /> • Interference: <br /> — Can't interfere with public safety communications, the Director of Public <br /> Safety may request an evaluation indicating that won't occur <br /> • • Emergency Alert System: <br /> —Require communications providers to participate in digital Emergency <br /> Alert System unless proven to be technically unfeasible or prohibited by the <br /> FCC <br /> • Structural Issues: <br /> —All towers and antennas must obtain a permit from the building official <br /> —Must conform to the building code, electrical code <br /> —Towers must be certified by a licensed engineer that the tower complies <br /> —Must be inspected every five years, results submitted to the Building <br /> Official. <br /> • —Amateur-Radio Towers/Accessory-Antennas: <br /> —Minor changes to the existing ordinance <br /> —Permitted in rear yards <br /> —May be in the side yard if affixed to the building and four feet from the <br /> property line <br /> —Comply with antenna performance standards, e.g. no lighting, signage <br /> —Maximum height of 70 feet <br /> —Need a permit if over 10 feet <br /> RECOMMENDATION <br /> Recommended <br /> • Action: <br /> Preferred: Discuss and review the attached ordinance amendment, suggest any changes, and <br /> make a recommendation to the City Council. <br />
