Subd 3 are met. These criteria are listed <br /> and discussed in the analysis section of this report. <br /> Attachments: Planning Application <br /> Zoning Map <br /> Diagram of Buildings on Property(from aerial photos) <br /> Excerpt from Mounds View 2000 <br /> Background: <br /> The applicants, Ron Ostrander and Bruce MacDonald have applied for a conditional use <br /> permit to allow an auto repair business to be established at 2975 Highway 10. This <br /> property is in the B-3 district which allows minor auto repair with approval of a <br /> conditional use permit. The property is more-or-less triangular in shape, contains .63 <br /> acres and is bordered on the south side by Highway 10 and the east side by Spring Lake <br /> Road. The properties to the north and west are zoned R-2 and are developed with <br /> duplexes. There is a fence along part of the east and north property line which is in poor <br /> repair. There are three light standards in the parking lot, and a pylon sign. <br /> Mr. Ostrander has described the types of services proposed to be offered as including the <br /> following: oil changes, tune-ups, muffler and brake repair, replacement of parts, engine <br /> repair, and general servicing of vehicles. They do not intend to pull or rebuild engines, do <br /> • body work or painting. The types of services will be similar to Amoco Insta-Lube. <br />
