Planning Commission • <br /> Planning Case No.460-96: 2975 Highway 10 <br /> October 9, 1996 <br /> Page 2 <br /> The applicants are proposing to use the existing building and parking lot on the property. <br /> No building expansion is planned. There are two service bays and a waiting area in the <br /> existing building. They intend to paint the building, seal coat the parking lot, fix the fences <br /> and lighting standards. No additional landscaping is proposed other than planters in the <br /> parking lot. <br /> The applicant has not provided a site plan since they did not anticipate any changes in <br /> either the site layout or landscaping. <br /> In 1994, the Planning Commission recommended approval of, and the City Council <br /> granted a conditional use permit to Auto Central for minor auto repair at this location. <br /> (Planning Case No. 379-94) <br /> Analysis/ <br /> Recommendation: <br /> The Zoning Code defines minor automobile repair as: • <br /> "Minor repairs, including body and fender work, minor painting and upholstering <br /> service, replacement of parts and engine service to passenger vehicles and trucks <br /> not exceeding a one ton chassis design." (1102.02 Subd. 6) <br /> The description of services proposed by the applicant fits this definition and would be <br /> allowed under the B-3 district with approval of a conditional use permit. <br /> There are two sets of criteria which are to be used in evaluating this application The first <br /> set are listed in the B-3 district and apply to minor auto repair businesses(Section 1114.04 <br /> • Subd. 3). The criteria for granting of conditional use permits are listed in Section 1125.01 <br /> Subd. 3. These criteria are discussed below, and have been grouped by issue where <br /> appropriate. <br /> Lot Area <br /> d. A minimum lot area of twenty two thousand five hundred(22,500)square feet and minimum <br /> lot dimensions of one hundred fifty feet by one hundred thirty feet(150'x 130')be provided. <br /> The lot has 27,442.8 square feet, and has lot dimensions as follows: <br /> • <br /> North: 158 feet <br /> East: 371 feet <br /> South: 213 feet <br /> West: 90 feet <br />
