The applicant expects <br /> business hours will be 8:00 to 6:00 Monday through Saturday. They will be closed on <br /> Sundays. <br /> Access <br /> 1. Vehicular access points shall create a minimum of conflict with through traffic movement, <br /> shall comply with Chapter 1121 of this Title and shall be subject to the approval of the <br /> Director of Public Works/City Engineer. <br /> At present, there is a wide swath of asphalt where the parking lot on the site meets Spring <br /> Lake Road, with no defined driveway entrance. There is a driveway from the parking lot <br /> onto Highway 10. The Zoning Code limits the width of curb cuts to 30 feet for properties <br /> in the B-3 district. Staff recommends that the driveway onto Highway 10 be eliminated, <br /> and a defined driveway entrance from Spring Lake Road, no more than 30 feet in width,. <br /> be created. As is noted earlier, we are also recommending that curbing be installed along <br /> the edge of the parking lot. When this curbing is done, it could also be used to define the <br /> driveway entrance and the excess asphalt removed. The grass border around the site <br /> should be extended along Spring Lake Road on either side of the defined driveway <br /> entrance. Parking requirements for this use are at least 4 off-street parking spaces plus 2 <br /> off-street parking spaces for each service stall. This site would require eight spaces. <br /> More than adequate room is available for these eight spaces. <br /> Provisions Not Applicable to This Proposal <br /> h. Whenever fuel pumps are to be installed,pump islands shall be installed. <br /> Criteria for Approval of Conditional Use Permits (Section 1125.01 Subd. 3) <br /> (1) The use will not create an excessive burden on existing parks,schools,streets and other <br /> public facilities and utilities which serve or are proposed to serve the area. <br /> The site has been used for a commercial business in the past and is served by an existing <br /> arterial highway and collector street, such that traffic can access the site without going <br /> through the adjacent residential neighborhood. The site is served by utilities. Because the <br /> proposal is for a business, no burden on parks or schools is anticipated. <br /> (2) The use will be sufficiently compatible or separated by distance or screening from adjacent <br /> residentially zoned or used land so that existing homes will not be depreciated in value and . <br /> there will be not deterrence to development of vacant land. <br />
