Planning Commission <br /> Planning Case No.460-96: 2975 Highway 10 <br /> October 9, 1996 <br /> Page 9 <br /> (8) Adequate utilities,access roads,drainage and necessary facilities have been or will be <br /> provided. <br /> The proposal will use a previously developed site which is served by existing utilities and <br /> roads. There is an existing drainage ditch along Highway 10. Staff will be referring the <br /> proposal to MnDOT and the Rice Creek Watershed District to determine if there are any <br /> concerns with the site drainage continuing as it has in the past. <br /> Staff Recommendation: Our preliminary response to the proposal is favorable if certain <br /> conditions are met. Staff would recommend that the following additional information <br /> from the applicant or referral agencies is needed prior to the next Planning Commission <br /> meeting: <br /> 1. Evidence of ownership or a notarized letter from the owner giving permission for <br /> the filing of the application. <br /> 2. A site plan showing the parking lot defined with curbing and a driveway entrance <br /> • no more than 30 feet in width onto Spring Lake Road; excess asphalt removed; the <br /> driveway onto Highway 10 removed, striping for parking stalls. Landscaped <br /> buffer area of at least 10 feet along perimeter of site be shown. The plan should <br /> also show where fencing will be installed, a location for a dumpster enclosure and <br /> a detail showing how the fencing and dumpster enclosure will be constructed. <br /> Fencing along Spring Lake Road should be at the inside(or western) edge of the <br /> 10 foot wide landscape buffer along this street so it is visible to the houses across <br /> the street. If the applicants intend to have outdoor storage, the site plan should <br /> show where this area is to be located and that it will be enclosed by a solid fence or <br /> wall. <br /> 3. A landscaping and signage plan showing a clustering of landscaping at the <br /> intersection of Highway 10 and Spring Lake Road coordinated with new <br /> monument-style signage. Details showing sign package. • <br /> 4. Response from MnDOT and Rice Creek Watershed District on drainage (staff to <br /> send referral). <br /> 5. Photometrics on parking lot lighting, or opportunity for field check. <br /> 6. Applicants' plans for outdoor storage, if any. <br /> • 7. Information on underground storage tanks. <br />
