Moon, a property owner in Mounds View, has requested that the Zoning Code be <br /> amended to require a minimum 15 foot setback between parking lots and property lines, when the <br /> parking lots are for churches or any commercial uses, and these uses abut residential uses. At <br /> your meetings on September 18 and October 2, the Planning Commission reviewed draft <br /> ordinances which would address this request, as well as establish a minimum lot size for non • <br /> - <br /> residential uses in residential districts and clarify some ambiguous provisions in the Zoning Code. <br /> Recommendation <br /> Staff recommends that the Planning Commission adopt Resolution No. 474-96 recommending to <br /> the City Council adoption of Ordinance No. 590 amending the Mounds View Zoning Code, Title <br /> 1100, Sections 1102.01, 1104.01, 1104.02, 1106.04, 1107.05, 1109.04, 1110.04, 1121.09, <br /> 1121.11, and 1123.02. <br /> • <br /> Discussion <br /> The proposed ordinance shows changes from the existing Zoning Code by underlinging(new <br /> wording) and strikeouts (wording to be deleted). To aid the Planning Commission in its <br /> review, wording which is new from your meeting on October 2 meeting is shaded. This is <br /> the only wording you need to review if you want to see the changes since our last <br /> discussion. Sections 6, 7 and 8 of the ordinance are also new but have just been added so the <br /> minimum lot size requirement of one acre tracks through the districts. <br /> The proposed ordinance would: <br /> • • add a definition of"principal building" <br /> • clarify that the setbacks in the table in 1104.01 Subd. 3 pertain to principal buildings <br /> • clarify when and how front setbacks for new residences in the R-1 and R-2 districts shall <br /> be adjusted based on the setbacks of existing residences in the same block <br />
