LLP, is requesting a <br /> . ' conditional use permit for the joint use of parking facilities and <br /> driveways as is allowed by Section 1121.15 of the Zoning Code. <br /> The applicant is also requesting a variance in the required parking <br /> ratios for the Mounds View Shopping Center. <br /> Petitioner: Mounds View Assoc. LLP <br /> Location: 2535-2585 Highway 10 <br /> PIN No. 07-30-23-11-0079 <br /> Zoning/Land Use: B-4 <br /> Mounds View Square Shopping Center <br /> • <br /> Applicable Regulations: The regulations applicable to these requests are stated and <br /> discussed under the analysis section of this report. <br /> Attachments: Zoning Map <br /> Planning Application <br /> Letter from Paster Enterprises dated October 3, 1996 <br /> Site Plan(blueline print) <br /> Background: <br /> The property where Mounds View Square Shopping Center is located was rezoned from <br /> B-1 to B-3 in April, 1973 and the shopping center was built in 1974. In 1989, the <br /> property owner obtained approval for a rezoning from B-3 to B-4 and a conditional use <br /> permit allowing the development of the Hardee's Restaurant as a drive-thru convenience <br /> food restaurant. As part of this action, the City Council approved the site plan with the <br /> provision of 503 parking spaces rather than the 537 parking spaces required by the Zoning <br /> Code. In 1991, the property owner obtained a variance to reduce parking requirements by <br /> 26 spaces to allow the construction of trash dumpster enclosures. Present day staff is <br /> assuming that there are 477 parking spaces on the property at this time. Counting from <br /> the site plan, there are 505 parking spaces not accounting for the 26 parking spaces lost <br /> • when the trash dumpster enclosures were built. If they are taken into account, there are <br /> 479 parking spaces in the shopping center. <br />
