Planning Commission •
Planning Case No. 461-96:Mounds View Square
October 8, 1996
Page 2
•
According to the site plan provided by the applicant, Mounds View Square has 102,275
square feet. The applicant is proposing to add 5,000 additional square feet to the main
shopping center building, just south of Mario's Video, and to replace the two existing,
freestanding restaurants with larger dinner house style restaurants each having up to 6,000
square feet. The existing Hardee's contains 3,750 square feet; the existing Bridgeman's
Ice Cream Restaurant also contains 3,750 square feet. The net increase in square footage
on the site would be 9,500 square feet. Expansion of the restaurants and the retail
building would eliminate 23 parking spaces. The end result would be a shopping center
with 111,775 square feet and 454 parking spaces. The parking ratio provided, using the
gross square footage in the shopping center, would be one space per 246 square feet or
4.06 parking spaces per 1000 square feet of shopping center.
Analysis:
The first issue which needs to be addressed is what the parking requirements are for
Mounds View Square, before discussing how they might be modified either through a
variance in parking ratios or use of joint parking facilities. •
The Zoning Code includes a schedule of off-street parking requirements based on types of
uses. The chart below shows the amount of parking required if these ratios are applied to
the uses in Mounds View Square. It also shows two other ways of calculating parking
requirements:
• using alternative parking ratios obtained from surveying other jurisdictions
• accepting the existing parking count of 477 as covering the existing square footage
and calculating the additional parking spaces needed for only the net additional
square footage
Space#/User Retail Storage Dining Kitchen Mall/ Total
Maintenance/
Restrooms
1:Bridgeman's 2400 1350 3750
2:Marios 7150 600 7750
3:Vacant 11500 2800 14300
4:Com Credit 475 450 925
5:Minn Fabrics 8150 1400 9550 •
6:Nails 840 120 960
