Planning Commission
Planning Case No. 464-96: 2375 Highway 10
October 9, 1996
Page 5
is very attractive, and the proposed expansion continues the placement of landscaping
along the perimeter. The ordinance amendment has the effect of requiring"extra"
landscaping which becomes a hardship on a large site with long perimeters fronting on
streets. It appears to us that there may be an inadvertent impact created by the recent
Code amendment.
Lighting and Signage
Subd 2 h. All lighting shall be hooded and so directed that the light source is not visible from the
public right of way or from an abutting residence and shall be incompliance with Section
1103.09 of this Title. •
Subd 3 g. The lighting shall be accomplished in such a way as to have no direct source of light visible
from adjacent land in residential use or from the public right-of-way and shall be in
compliance with Section 1103.09 of this Title.
• lighting arranged to deflect light away from adjoining residential zone or from
public streets
• hooded or controlled so as not to light adjacent property
• • light cast on public street shall not exceed 1 foot-candle;on residential property
shall not exceed 0.4 foot candle.
Subd 8 h. All outdoor illumination on sales lots shall be provided with lenses, reflectors or shades
which will concentrate the light upon the premises so as to prevent glare or direct rays and
shall be in compliance with Section 1103.09 of the Municipal Code.
Subd 2 d.
Subd 3 j. Each light standard island and all islands in the parking lot shall be landscaped or covered.
Subd 2 j.
Subd 3 m.
Subd 8 k. All signing and informational or visual communication devices shall be minimized and shall
be in compliance with the Chapter 1008.08 of the Sign Code Regulations.
The applicant intends to install additional light standards on the expanded site area which
are the same style as the existing light standards, and they will be located in a similar
pattern. The original plans submitted.for this development included a detail of the light
fixtures which appear to be shielded in compliance with the ordinance. Staff is not aware
of any complaints concerning light spillage onto adjacent properties. The light standards
will be in landscaped areas and not in the parking lot.
i
