• <br /> Planning Commission <br /> • <br /> Planning Case No. 464-96: 2375 Highway 10 <br /> October 9, 1996 <br /> Page 8 <br /> No outdoor sales or servicing is conducted on this site, other than customers viewing cars <br /> in inventory in the parking lot. There are no abutting residential districts, and therefore, <br /> the screening requirements do not apply. Sufficient space for car inventory has been <br /> provided so it will not infringe on required customer, service and employee parking. <br /> The last criteria(Section 1104.04 Subd. 8.i.) was added in 1996, and raises a problem. <br /> The total enclosed square footage on the Saturn site with the building addition is 11,600 <br /> square feet. The criteria would seem to say that only 23,200 square feet of site area could <br /> be used for outdoor storage of inventory. The net area occupied by inventory on the site <br /> is approximately 25,285 square feet. (No drive aisles have been included in this estimate, <br /> only the outline of the parking spaces to be used for inventory.) Staff does not believe <br /> criteria is practical for a new car dealership, and it would have precluded the development <br /> of the original Saturn dealership. Staff needs some assistance in understanding the <br /> purpose of the requirement. We would suggest that as part of the conditional use permit, <br /> the area proposed by Saturn for inventory be approved. <br /> Accessory Buildings <br /> Sub 8 j. Accessory buildings to be used solely for sales offices shall not be permitted. Such • <br /> accessory buildings as are permitted shall be constructed of the same materials as the main <br /> structure. <br /> The proposed building includes both a sales office and service bays. No accessory <br /> buildings are proposed. <br /> Noise <br /> Subd 2 k. <br /> Subd 3 n. Provisions are made to control and reduce noise. <br /> Subd 8 p. No music or advertisements will be allowed over paging system. <br /> Subd 8 q. All provisions shall apply as included in Section 1103.01 relating to noise within the City <br /> Code. <br /> Current staff is not aware of any noise problems on the existing Saturn site. The original <br /> conditional use permit includes a contingency that"outside loudspeakers shall be utilized <br /> for paging purposes only." Staff would recommend that this contingency be carried <br /> forward. <br /> • <br />
