Vehicular access points shall create a minimum of conflict with through traffic movement, <br /> shall comply with Chapter 1121 of this Title and shall be subject to the approval of the <br /> Director of Public Works/City Engineer. <br /> Subd 8 o. Test driving routes and patterns must be submitted and approved prior to operation of an <br /> automobile sales lot. <br /> The applicant is proposing two driveway entrances on Highway 10 and two on County <br /> Road H2, and removal of one of the driveway entrances on the Citgo property. The <br /> driveway to be removed is close to the Highway 10/County Road H2 intersection. This <br /> will improve traffic patterns in the area and remove a conflict point. <br /> The original conditional use permit for Saturn states "A good faith effort shall be made to <br /> ensure that test driving of vehicles from the site follow the route highlighted and described <br /> on the attached map dated 2/19/92." There is no copy of the map in the file or in the book <br /> 4110 of City Council resolutions. Staff is not aware of any problems with test drives. We <br /> would recommend that the applicant supply a copy of the map dated 2/19/92 and that this <br /> contingency be carried forward, with the map put on file in both the Community <br /> Development Department and the book of City Council resolutions. <br /> Stacking Space (Car Wash) <br /> Subd 2 b. Magazining or stacking space is constructed to accommodate that number of vehicles which <br /> can be washed during a maximum thirty(30)minute period and shall be subject to the <br /> approval of the Director of Public Works/City Engineer. <br /> Subd 2 e. Parking or car magazine storage space shall be screened from view of abutting residential <br /> districts in compliance with subdivisions 1103.08 (1)through(5)of this Title. <br /> The car wash proposed for this site is for customer cars only and not for the general <br /> public. Staff feels that the issues noted above do not apply in this case, because the <br /> business owner has the ability to control the flow of cars, and the volume of cars is <br /> expected to be less than would be the case with a stand alone car wash business. The site <br /> does not abut residential districts. The area behind the car wash faces a business, but will <br /> be screened by Black Hills Spruce. <br /> • <br />
