Planning Commission
•
Planning Case No. 464-96:2375 Highway 10
November 6, 1996
Page 2
Background:
This report serves as a supplement to the staff report prepared for your October 9, 1996
meeting. At that meeting, it was clarified that the amendment to the conditional use
permit pertains only to the land at 2395 Highway 10 being added to the Saturn site, and
therefore the criteria regarding the square footage in building area in comparison to the
square footage in outdoor storage for inventory should be applied to that portion of the
site. It was also clarified how the requirement for 10% of the site in landscaped
greenspace is calculated. These issues are discussed below. (A copy of the previous staff
report will be available at your November 6 meeting for the Planning Commission's
reference.
The applicant has prepared a revised site plan and landscaping plan which show an
additional monument sign on County Road H, and clarifies the dimensions of the three
monument signs on the site.
A notice has been sent to all property owners within 350 feet of the site advertising this
meeting as a public information meeting on the application. A public hearing will be held •
on this item when it is considered by the City Council. The tentative date for the City
Council hearing is November 25.
Analysis/
Recommendation
Building and Site Design; Landscaping
Section 1114.04, Subd. 8.1. requires"a minimum 10% of the property, excluding setback
requirements, is required for landscaped gr- - s .. - - . . 1 _ . . a ._.. . .
shrubbery shall require approval of the Planning Commission based upon a
recommendation of City Forester. Our staff report for your October 9, 1996 meeting
raised a question whether the Saturn proposal met this criteria. It was clarified at the
meeting that the 10% requirement is to be applied to the land area in the site minus the
land area in the required setbacks. The total site contains 3.276 acres or 142,703 square
feet. The area in the required setbacks is 38,250 square feet. The net area to be used in
calculating the 10% requirement is 104,453 square feet; 10% equals 10,445 square feet.
The applicant is proposing to provide 33,606 square feet in landscaped greenspace, which
is more than three times the requirement. This requirement is met.
•
