Planning Commission • <br /> Case No. 461-96:Mounds View Square <br /> November 6, 1996 <br /> Page 2 <br /> square feet to the main shopping center building,just south of Mario's Video, and to <br /> replace the two existing, freestanding restaurants with larger dinner house style restaurants <br /> each having up to 6,000 square feet. The existing Hardee's contains 3,750 square feet; <br /> the existing Bridgeman's Ice Cream Restaurant also contains 3,750 square feet. The net <br /> increase in square footage on the site would be 9,500 square feet. Expansion of the <br /> restaurants and the retail building would eliminate 23 parking spaces. The end result <br /> would be a shopping center with 111,775 square feet and 454 parking spaces. The <br /> parking on site when compared with the gross square footage in the shopping center, <br /> provides a ratio of one space per 246 square feet or 4.06 parking spaces per 1000 square <br /> feet of shopping center. <br /> Analysis! <br /> Recommendation: <br /> Our previous report calculated the parking requirements for Mounds View Square using <br /> several different methods and ratios for retail square footage and restaurants. The current <br /> proposal is to work from the existing base of 477 parking spaces as the requirement for <br /> the existing square footage in the shopping center. The square footage includes the . <br /> following: <br /> Existing Existing+Expansion <br /> Use Square Footage Square Footage <br /> Retail: 62,005 66,005 (+4,000) <br /> Storage: 16,645 17,645 (+1,000) <br /> Dining: 8,050 11,290(+3240 net) <br /> Kitchen: 6,060 7,320 (+1260 net) <br /> Mall/Maintenance/Restrooms 9,275 9,275 <br /> Total 102,035 111,535 <br /> The expansion of the shopping center would remove 4,800 square feet in dining space and <br /> 2,700 square feet in kitchen space, and add 4,000 square feet in retail, 1,000 square feet in <br /> storage, 8,040 square feet in dining, and 3,960 square feet in kitchen space. The total <br /> square footage in the center with the changes and additions would 111,535 square feet. <br /> The addition of building square footage would remove parking spaces so the total on the <br /> site would be reduced from 477 to 454. <br /> The applicant is requesting a variance in the parking ratio used for retail space, from 10 <br /> parking spaces per 1000 square feet to 4.5 per 1000 square feet, and in the ratios for <br /> restaurants. The current ratio required for restaurants is 1 parking space per 40 square <br /> feet of dining area, and 1 space per 80 square feet of kitchen area. The proposed ratio is 1 <br /> space per 80 square feet for both dining and kitchen space for dinner house type <br /> restaurants, and the current ratio for fast food restaurants. No parking would be required <br />
