If these <br /> ratios are applied to the square footage being removed and being added, a total of 492 <br /> spaces would be required as follows: <br /> Base 477 spaces <br /> Retail +4,000 sq.ft. x 4.5/1000 sq.ft.= +18 <br /> Storage +1,000 sq.ft. N/A <br /> Dining -4,800 sq.ft. in fast food x 1/40 sq.ft. = -120 <br /> +8040 in dinner house x 1/80 sq.ft. = +101 <br /> Kitchen -2700 sq.ft. in fast food x 1/80 sq.ft.= - 34 <br /> +3960 sq.ft. in dinner house x 1/80 sq.ft. = + 50 <br /> 492 <br /> The difference between the number of parking spaces remaining on the site (454) and the <br /> number required by these ratios(492) is 38 spaces. The staff report for your October 9 <br /> meeting showed that the number required was 457 spaces, which meant the difference <br /> was three spaces. However, we discovered a mathematical error in our calculations. <br /> The square footage in kitchen area for Hardee's and Bridgeman's which was being <br /> • deducted was overstated and so the difference was lower in the October 9 report The <br /> direction from the Planning Commission at that meeting was to add the three spaces by <br /> restriping a portion of the parking lot and using compact spaces. Fifty one spaces would <br /> have to be converted from standard to compact size to gain three compact spaces. There <br /> is a limit of 10% on the number of spaces which can be compact size. The 54 compact <br /> spaces would exceed this limit. Therefore, even if the difference were only three spaces, <br /> restriping to compact size would not gain the three spaces needed. The number of spaces <br /> needed, based on the ratios, however, is 492 spaces. <br /> Staff has concluded that it is still necessary to consider both the variance in parking ratios <br /> and the conditional use permit for joint use of parking in determining if 454 parking spaces <br /> is sufficient for this site. <br /> Variance in Parking Ratios (Planning Case No. 463-96) <br /> The criteria for granting of variances are stated in Section 1125.02 Subd. 2. Staff has <br /> prepared a resolution recommending approval of the variance in parking ratios, and has <br /> included findings of fact which the Planning Commission may want to consider. (Please <br /> see attached resolution.) <br /> Staff Recommendation: Approve the attached resolution allowing a variance in the <br /> • parking ratios applicable to Mounds View Square Shopping Center. <br />
