Sta,� is proposing ihat these us�s b� added <br />as conditional uses in the business and industrial districis. <br />. ;; �ackgro�a�ada <br />The Children'.s Home Society has approached the City asking wheiher they could lease space u1 <br />the Bel Rae. The Children's Home �ociety would grovide day care for appro�cimateiy 100 <br />children. The property where the Bel Ra.e is located is zoned B-3. A review of the Zoning Code <br />revealed that day care is not listed as a permitted or conditional use in any of the business or <br />indusirial districts in Mounds View. Whefher or not the Children's Home Society proposai goes <br />forward, sta$'feels this is an opportune time io consider adding day care and grQUp nurseries to <br />the business arfd industrial districts as a conditional use. <br />According to the Mounds View Zoning Code, day care and group nurseries are defined as "a <br />service provided to the public in which chiidren of school or preschoal age are cared for during <br />established business hours." Home day care is defined as "a family dwelling in wluch foster care, <br />supervision and training of children of school or preschool age is provzded for during established <br />business haurs. The Zoning Code does not use numbers of children in defining �hese two uses. <br />According to IVlinn�sota Staie Statutes, however, care of 12 children or less is to be regarded as a <br />permifited single farnily residential use. Care of 13 to I6 children is to b� regarded as a permitted <br />multifamily residential use, for which a conditional use pernut may be required by the I�cal zoning <br />authority. <br />
