Mounds V�ew Planning Commission <br />Page 2 <br />Janua�y 17, i 997 <br />Stiaff is proposing an ordFnance amendment to do the following: <br />Revise the definitions of home day care and day care and group nurseries need to use the <br />numerical limits stated in �'viinnesoia Law <br />Add day care and group nurseries as conditional uses to the R-0, B-I ihrough B-4 <br />districts, and tlze I-1 districi, subject to the same criteria as is stated in ihe resider�iial <br />districts. These criieria are as follows: <br />a. No overrught facilities are provided for the children served. Children are delivered <br />and removed daily. <br />h. The front yard depth shall be a minirrium of thirty five feet (35'}. <br />c. Not less than forty (40} square %et of outside play space per child be provided and <br />that such space be suitably fences and/or screened in accordance wiYh conditions as <br />specified by the City Council. <br />d. Adequate off street parking and access is provided in compliance with Chapter <br />1121 of this Title. <br />e. Adequa#e off-street loading and sez-vice entranc�s axe provided in compliance wit� <br />Chapt�r 1122 of this Title, <br />f. The site and related parking and service sha.11 be served by an arterial or collector <br />streei of sufficient capaciiy to accommodate the #raffic which will be generated. <br />g. All signing and informationai or visual cammunication devices shall be in <br />compliance with the Maunds View Sign Code. <br />Our e�sting �oning Code regards both home day care and day care and group nurseries as being <br />either residential uses or compatible with residential districis. Day care centers become a hybrid <br />between a residential and a commercial uses, with some characteristics associated with family <br />activities and some associated with a business. La.rge day care centers do not blend very well into <br />residential neighborhoods because of the number oi children. Placing thezn in a business district <br />could work betier. Stai� feeis that this option shauld be available, and then the maxketglace <br />would have more options as to where day care centers are located.
