It is covered by dense, mattare tree �ta.nds and includes a <br />sizeable wettand alo�ag the west side. Donatelle's Supper Club is located next to the southeast comer of the sifie. <br />At the meeting, the developers presented their initia( plan for the site. The plan included a si�een screen movie <br />theater and ihree one-story office buildings, with the possibi�ity of one or %vuo resfiaurants at a later date. The <br />theater operator would be Carmike, which is reported io be the largest operator of movie theaters in the countty. <br />In this initial p1an, th� theater was shown located on the south side oi the property, wiih the back of the theater <br />building facing County Road H2. A 50-foot buffer area between the theater and County Road HZ was proposed, <br />where the e�sting vegeta.tion wauld be retained. 'The three office buildings were positioned in the center of the <br />property jusi east of the wetland which rEZns along the west side. 'I'h� development wauld not encroach into the <br />wetlarid area. <br />The residents in attendance raised th� following issues, questions and concerns: <br />� Is theee enough market for 16 screens? Wha,i is the econamic viabili%y of the project? <br />� Amouni of tra.ffic which would be added to County Road H2; having driveways from the development <br />"� anto County Road H2 was considered a problem <br />`` ` I • Condiiion of County Road H2��-its width and poor pavement conditions. Who wouid be responsible for <br />- improveinents and auy assessments? <br />• Impact on water �able and drainage; possible flooding of ri�ighboring properties <br />� Possibility of decreased proper�y values <br />e Possibility of increased crime <br />• Possi6ility of commotion and noise �rom traffic coming and going tQ theaters <br />o Theaier was located too clase to Couniy Road H2; should be iocated cioser to Highway 10 <br />� What does the Comprehensive PIan show for this area? <br />To proceed wiYh this project, the developers will need to obtain approval from City Covncii for a change in the <br />zoning district on this property. The current zoning is B-I, neighborbood business, and R-2, single family and <br />duplex residential, which do not allaw for theaters. The City Council would maice the decision whether to claange <br />the zoning a.fter receiving a recommendation from the Planning Commission and holding a public hearing. <br />Consideration must be given to: <br />• relationship ta the Comprehensive Plan <br />m geographical area involved <br />• whether the use wiil �end to or actuaily depreciate the area in which it is propased <br />a character of the sarrounding area <br />0 demenstrated need for th� use <br />Changes in zociing require a�/5 affirmative vote by the City CounciL � <br />'�he deveIopers have rnade revisions to the ptau� in arc effort to address the concems expressed at the first <br />neighborhood meeting.
