- Si;�/iARY OF NEIGHBORHQOD MEETING <br />�tEGARDINCi l]�VELOPM�NT OF <br />O'NEIL PROPERTY <br />January 15, 1997, 7:�0 PM <br />Bel Rae - Comm�riity Center <br />This was �he second neighborhood meeting held on a developmen� plan for the O'Neil property. (The <br />first meeiing was held on December 12, 1996.) The O'Neil property is 24 acres in size and is bounded <br />by Highway � 0, Long Lake Road and County Road H2. There is a sizeable wetland along the Wesi side <br />of th� properiy. The main purpose of the tneeiing was for the developer to present a revised plan and <br />expIain how it addressed the citizen concerns voiced at the first meeting. The developer, Anthony <br />Properties, was represented by Jay Anthony, Wendell Smii�h of W.R. Smith� & Assoc, and John Pope of <br />Pope Associates, <br />The revised proposal show� a lb-screen movie theater and two one-story office buildings containing <br />approximately 12,000 square feet �ach. A copy of the plan is included with this summary. The movie <br />theater building has been moved from its ariginal locatian agaznst County Road H2 to approximately <br />halfway between County Road H2 and Highway 10 on the east side of the wetland. The building does <br />not encroach into the wetland. The of£�ce buildings have now been placed along the sauth edge of th� <br />property, atong County Road H2. There is a 7S foot buffer between the edge of the pavemeni on <br />County Road H2 and the office buildings. The developer intends to leave the e�usting trees in this <br />buffer area. They are also proposing to build a fence �lortg the south side in between the office <br />buildings and to the edges of the development, to screen the developmeni from view from County Road <br />H2. The revisions made by the developer were iniended to orient the development toward Highway 10 <br />and provide a buffer for the residential neighborhood to the south. <br />The developer has obtained approval from the Minnesota Departmeni of Transportation (Mi�.DOT) io <br />have a driveway onto Highway 10 approximaiely halfway between Long Lake Road and County Road <br />H2. At ihis time, the entrance would be righi-in, right-out, meaning ihere would be no break ir� the <br />median on Highway I0. One of the two driveways onto County Road HZ was eliminated, and the <br />remaining driveway vaas moved to the east end of the property. The developer thought it would be <br />possible to eiiminate the driveway on County Road H2, if he could obta.in approval from MnI��T for a <br />median break and fiall inierseciion on Higl�way 10. <br />Appro�mately 150 people were in attendance at the meeting. There was general recognition that at <br />some poin� in the future the property would be developed. Most of the people vvho spoke were <br />opposed io this project. Two people who spoke indicated that they were favorable.
