Ordinance 588-Draft <br /> • <br /> December 4, 1996 <br /> Page 7 <br /> 1126.06: PROCEDURAL REQUIREMENTS: <br /> Subd. 1. Demonstration of Need: The applicant shall demonstrate, by providing a City-wide <br /> coverage/interference and capacity analysis, that the location of the proposed tower and/or <br /> antenna is necessary to meet the frequency re-use and spacing needs of the wireless system <br /> and to provide adequate coverage and capacity to areas that cannot be adequately served <br /> by locating the antenna on an existing structure. <br /> Subd. 2. Building Permits: All towers and antennae must obtain a building permit and are <br /> subject to inspection by the City building official to determine compliance with UBC <br /> construction standards. The applicant shall provide at the time of application, sufficient <br /> information to show that construction, installation and maintenance of the antenna and <br /> tower will not create a safety hazard or damage to the property of other persons. The <br /> building permit application must include a report and plan from a qualified and registered <br /> engineer or firm that specifies and includes the following: <br /> • a. The tower height and design including a cross section and elevation. <br /> b. The height above grade for all potential mounting positions for co-located antennae <br /> and the minimum separation distances between antennae. <br /> c. The capacity of the tower, including the number and type of antennae that the tower <br /> can accommodate. <br /> d. The steps that the applicant will take to avoid interference with established public <br /> safety telecommunications. <br /> e. An engineer's stamp and registration number. <br /> f. Any other information necessary for the City to evaluate the request. <br /> Subd. 3. Proof of Insurance: The applicant shall provide the City with a copy of the insurance <br /> policy which protects the residents and property owners from personal injury or property <br /> damage and holds harmless the City from any and all claims resulting from the <br /> construction or collapse of the tower, antennae or accessory equipment. <br /> Subd. 4. Violations: Deviations from the approved construction plans is a misdemeanor. <br />
