Ordinance 588 -Draft • <br /> December 4, 1996 <br /> Page 6 <br /> Subd. 3. Color: The tower and antenna shall be painted a neutral color such as light grey or sky <br /> blue except as dictated by the Federal Aviation Administration(FAA) and be designed to <br /> minimize visibility and to blend into the surrounding environment. <br /> Subd. 4. Construction Type and Materials: The antenna tower and shall be of a monopole <br /> construction unless the City Council, at its discretion, approves otherwise. Guy wired <br /> towers shall not be permitted. Metal towers shall be constructed of, or treated with, <br /> corrosive resistant materials. <br /> Subd. 5. Roof-mounted Antennae: Roof-mounted antennae shall not be permitted on buildings <br /> with pitched-roofs, unless incorporated into upward thrusting architectural components, <br /> such as a church steeple, spire or bell-tower, smokestack, etc. On flat roofs, the height of <br /> the antenna and mounting hardware may not extend 20 feet above the tallest point of the <br /> structure to which the antenna is attached. <br /> Subd. 6. Prevention of Radiation: Antennae shall be subject to state and federal regulations <br /> regarding non-ionizing radiation and other health hazards related to such facilities. If the <br /> federal government adopts new, more restrictive standards, the antennae shall be made to <br /> comply or operations may be restricted by the City Council. The cost of verification of <br /> compliance shall be paid by the owner or operator of the tower. <br /> Subd. 7. Lights and Other Attachments: No antenna or tower shall have affixed or attached to it <br /> in any way except during time of repair or installation, any lights, reflectors, flashers, day- <br /> time strobes or steady night time light or other illumination devices, except as required by <br /> the Federal Aviation Agency, the Federal Communications Commission or the City. Signs and Advertising: The use of any portion of a tower for signs or advertising, other <br /> than required warning signs, shall be prohibited. <br /> Subd. 9. Interference with Public Safety Telecommunications: No new or existing <br /> telecommunications service shall interfere with public safety telecommunications. Before <br /> the introduction of new of new service or changes in existing service, telecommunication <br /> providers shall notify the City at least ten (10) calendar days before such changes and <br /> allow the City to monitor interference levels during the testing process. <br /> • <br /> 6 <br />
