Relationsl�ip ivith the Comprehensive P(an. f�y'`'�-`-� <br />,` <br />The Comprehensive Plan encourages fihe development and maintenance of r�s,�.dential areas <br />sa as to unprove the quality, appearance and attractiveness oihousing unit�ar� resicfential <br />property in general. The Comprehensive Plan designates this property, 21���'Pinewood <br />Drive, low-density residentiai. This propasat does noi conflict with th� Comprehensive <br />Plan. <br />2. The Geographical Area Involved. <br />4. The Character af the Surrounding Area <br />The Iots u� this area are either the same size as the subjeci lot or are smaller. The homes in <br />this area are ot' a similar styie and consiruction, wiih detached or a�tached garages. Since <br />2185 Pinewood is a corner lot and also fronts County Road I, iti has more visibility than tke <br />ather homes zn this area. Although the proposed garage is larger than is iypical for the <br />area, the placement o#'the garage hides the bulk of it from view from adjacent streets. <br />3. Whether such use will tend io or actually depreciafie the area in which it is proposed. <br />'i <br />Removing the existing, one car garage and replacing it with a new, targer garage would be � <br />a benefit to the area in the sense that it is an upgrade to an existing buiiding, and an <br />improvement ta the property. <br />The Demonstrated Need for Sucb a Use. <br />The applicant has stated that this garage is needed to store vehicles used fbr racing, a hobby <br />the residents partake in. Previously, the applicani was asked 6y the City to remove a large <br />car carrier from their rear yard. Currently, the car carrier is in the front driveway because <br />the existing garage is too small. A new, larger garage would enable the applicant to keep <br />ihe car cazrier and race cars inside, as well as other yard appliances. Keeping these items <br />within the garage as opposed fio outside will reduce the appearance of ciut#er on the <br />property. <br />WHEREAS, the Pianning Commission makes the fotIowing findings regarding the criteria <br />�or approval of a conditional use permit, as required by Section 1 I25.01 Subd. 3.b.: <br />(1) The use will not create a� excessive burden on e�sting parks, schools, streets and other public <br />facilities and utilities w3aich serve or are proposed to serve the area. <br />{7) The use will not cause tzaffic hazards or congestion. <br />(8) Adequate utilities, access roads, drainage and necessary faciii�ies have beetx or will be <br />provided. <br />The construction of an oversized garage to replace an existing garag� will not create a <br />
