The Planning Com�nission approved the Code amendment on November 2, �994, <br />sendir�g the amendment on the City Council. Befare reaching the Council, however, Paul <br />Harrington and Jim Thompson (the City's respective community development coordinator and <br />attorney at that time) �ogether reinie�preted the Code and decided that the use was a permitted <br />condi�ional use. On January 4, 1995, the Planning Commissian approved the CUP applicatian, <br />sending iti on the City Council.
