The chazacter of the surrvunding area. <br />This area is trailer park tocated in the narth-easterr�osi section of the City, surrounded by <br />four-plexes and dupiexes on th� south and west sides ana Interstate 35W and I�ighway <br />118 to the east and north. Given thai the trailer park is existing, there are no adverse <br />e�ects to th� area expected from continued sale of model hom�s. ihe sut°rounding area is <br />5hOW1IIg SOYT16 Si�i15 Of ��1$Il�; some of �he four9plexes in the area are in a state of <br />disrepair. Improving the quality of hausing in fihis area� is a benefit io everyone, and may <br />serve to motivate neighboring property owners to iake better care of'their homes, <br />buildings and properties. <br />Wbefrher such use will tend to or actuaiiy depreciate the area in whicix it is proposeci. <br />The CUP allows for the display a.nd sales of model homes. The intent is to improve the <br />level of housing quality gresent in the park. The area should not depreciate as � r�sult of <br />bringing in nev�ver, higher quaiity homes. <br />The demonstrated need for such use. <br />Having the CUP to display and sell model homes has allowed Colonial Vill�ge to improve <br />the overall condition of ihe park. <br />WF�EREl�S, the Pianning Commission makes the following fndings regardin� the criteria <br />for approva� of a conditional use permit, as required by Section 1125.01 Subd. 3.b. af the <br />Municipal Code: <br />(1) 'l�e use will not create an excessive burden on e�cisti�g parks, schools, streeis and other <br />pubiic facilities and utilities which serve or are proposed to serve the area. <br />{7) Tlie use will not cause traffic hazards or congestio�. <br />{8) Adeqnate utilities, access roads, drainage and necessary facilities have been oc will he <br />provided. <br />The model homes will be located on existing lots whicix are served by existin� parks, <br />schools, streets and other public facilities. No additional demands on serv�ces, utiliYies, <br />access roads and drainage are aniicipated. The level of tra�f°ic to the model hom�s has n.ot <br />caused tra.ff°ic hazaxds or con�estion. <br />
