This use is expected ta have a pasitive eff°eci <br />on the quality of housing in fihe park, and wiii cause possible appreciation rather than <br />deprecia�ion of adjacent propert�es. <br />(4) The use, in th� opinion of the City Council, is reasonably related to the overail needs of irhe <br />CiCy and to the existing land use. <br />(S} Tb.e use is consistez�t with the purposes of the Zoning Code azzd the purposes of the zonin� <br />district in which the applicani intends to locate the proposed use. <br />{6) The use is not iu coe�flict with th� Comprehensive Plan of the City. <br />The C�ty has identified the need for upgrading the qua.lity ef� housing in M[aunds �1iew. <br />both in the Comprehensive Plan and in the Mounds View Focus 2000 projeci. The Focus <br />''; 2004 report stated as an actzon step: "increase support to owners ofmanufactured horrze <br />parks to encoucage upgrades and improvements." The sale of higher-quality mobile <br />homes in Colanial Village, wk�ich will remain in pl�ce when sold, is consistent �,vith this <br />direction. Both the Comprehensive Plan and the Zoning Code identify ihis area for <br />development and operation of a mobile home park. Dispiaying models of mobile homes <br />for sale in Coloniai Village is very s�zitable, and will heip iti achieving the overall need to <br />� improving this mobile home park. <br />IV�W, THEREFQRE, BE IT RESOLVED that the Mounds View Flanning Comm�ssion <br />recommends approval of the conditional use permit with the following stipulations: <br />The number of units availabie for saie at any one time shall not exceed six percenfi <br />of the licensed lots. <br />2. The modeis offered for sale sha11 be instailed in compliance with all applicable City <br />and Stat� regulations goveming manufa�red homes. The stairways and entrance <br />platfarms for the primary entrances sha(1 be broughi into cornpliance wiih the <br />Buildin� Code by June l, i997. <br />3. A current Iist of properties, updated monthly, upvn which model homes are <br />offered for sa1e, shall b� provided by the applicant and kept on fiIe at City Hall. <br />I' <br />
