However, only two businesses in Mounds View <br />perform oil changes and other like services, one of which is the �aturn Dealership. <br />�ecause of this, the case can be made that their is a demonstrated need far tivs business. <br />Con�l�s�oa�: <br />Staffis favorable toward the gran�in� o�a conditional use permit io Spots Quick Lube, Inc. for <br />the operation of a minor auto repair business with conditions, sorrxe of which are as follows: <br />1. Hours o� operation shall nofi exceed � a.m. to 9 p.m. l�onday through Friday, <br />9 a.m. to 9 p.m. on Saiurdays, and 10 a.m. to 8 p.m.. on �ui�days. <br />2. No work shaii be performed outside of the building. <br />3. No ouiside storage oz° sa.les shall be allowed without the prioe approval of <br />conditional use permit. <br />4. The applicant shall obtain a permit �om MnDOT before doing any work in the <br />IVInD�T right-of-way. <br />5. The applicant shall follow all approved oil disposal guidelines and procedures, <br />6. The applicant shall pravide the following items prior to the �ext Planning <br />Commission meeting: <br />a. A landscape plan showing a.il species oi shrubs, bushes, trees and other <br />effecis to be added to the si�e and the areas to be sodded or seeded. <br />b. A revised site plan showing the dumpster enclosure, ihe singte access onto <br />Spring Lake Road, the proposed easement area, the lighiing and signag�, <br />the additional parking space and ihe markizxg of one space as handicapped <br />accessible. <br />I <br />
