The Planning Commission adopted Reso�ution No. 318-91 <br />recommending to the City Council adoption of the plan dated August I991. This plan <br />inctuded the following guideline: <br />"The e�cistin� City government o#�zces, communiry parks and recreatianat areas <br />should serve as the area ta be identi�ed as Ciiy Center, the f�al point of the <br />community. This component of the City would also be � suitable lo�ation for <br />additio�ai of�ice park facilities, should t�ie market support such expansion." <br />Not aao�t�a. <br />� 1993-1994; Mounds View Focus 2000 Implemeniation Plan, prepared in September <br />1994, included the following goa1: <br />Create a redevelopment plan for Highway I O as a community oriented boulevard. <br />The I994 Action Steps included: <br />Create a Highway i0 Redevelopment Task Force or reiated task force u�der the Economic <br />Deveiopment Authority to deveIop a long range sirategic plan for the redevelopment of <br />Highway 10. <br />Complete an inventory of properties along Highway I0, noting zoning, use, activity, and <br />property condition. <br />Evaluate long and short term uses and recommend changes. <br />� 1994-1995: The Highway 10 Redevelopmeni Plan prepared by a task force with <br />representatives from the Economic T�evelopment Co�nission, Plar�ning Commission and <br />Packs and Recreation Commission, and forwarded to City Council. The task force <br />recommended that the O'Neil property be developed as light commerci�l use such as a <br />corporate headquarter/office campus setting ar townhomes. <br />In summary, the designation in the adopted Comprehensive Plan for the O'Neil property is <br />rnedium density resideniial. This designation is 18 years old. Since 1979, cor�sideration has been <br />�iven to retairiing th� medium density residential designation, and to changing it fo highway <br />commercia.I, mixed use (ow and medium d�nsity resid�ntia,I, office park, cotporate headquarters <br />
