Approximately 3 5 <br />citizens atfended the meeting on December 12, I996 a.nd I50 citizens aiiended the meeting on <br />January 15, 1997. Conip�°ehensave PCan .9me�ad'merat <br />History_; Otlzer Planning Efforts: Tkze 1979 Comprehensive Plan (approved by the City Council on <br />July 26, 1982) divided the City into 12 planning districts, and included a map showing proposed <br />tand use for each disfirict. The O'Neil property is located in I)istrict 1. The 1979 map shows this <br />property proposed for medium density residential development. A copy of the map and the text <br />which accompanied the map is in Attachment 1 to this re�ort. <br />From this poznt, a s�ries of efforts were undertaken to update ihe Comprehensive Plan and gain <br />consistency between the Corrxprehensive Plan and zoning, which are described in below. We have <br />inciuded this history to give ihe Planning Commission a.ci indication of the thinking which has <br />occurred about District 1 and the O'Neil property. <br />� 1983 : A series of Planning Commission discussions were held on lots where the zoning <br />and comprehensive pSan designations were in confl�ct, in particular along Highway i 0. It <br />is not known how the situation on ihe O'Neil property was viewed. <br />� 198b-1989: The Corriprehenszve Plan Update `�� was prepared and a series o�joini City <br />Council a.nd Planning Commission meetings were held on this document. The copies on <br />file do not have district maps with iand use. The differences between comprehensive plan <br />designations and zoning designations is discussed as an issue, and the list of properties in <br />this si�uation includes the 4'I�eil property. There is a discussian of the problems <br />associated with down zozung properties: The 198� Update includes a Trunk Highway 10 <br />Corridor Plan which places the O'Neii properiy in the "Community Center District". A <br />map and description of fhis disirict is in Attachment 2. Revised text for I�istrict 1 was <br />prepared in 19�9, which said much Iess than the earlier description. Ii is included as <br />�iitachment 3. Not adopted. <br />� 1990: A Comprehensive Plan Update `9Q was prepared and transmitted to ti�e City <br />Council and Planning Commission on July 13, 1990.
