Other choices would be the parking lots for ponatetle's and the
busirgesses southeast oi ihe Highway 10/Couziy Road H2 intersectiari, if people were
willing to cross H2 at the traffic light and wallc along the Highway 10 right-of-way to ihe
iheater. A better solution is to hold Parcel B on the O'Neii property in reserve until
experience is gained with whether the parking works, and use this parcel for paricing if
eead.
Vith respect to the offce uses, siaffwould recommend that additionai parking no# be
requu'ed since office uses and heaters have offsetting hours.
The project presenis the possibility of some parking relief for ponatelle's lesfa, urant.
Discussions are underway beiween Mr. Donatelle and Anthony Prorerties an a shared
pa.rking a.rrangernenti.
7. Puiaiic Safety
 •
Mounds View Police Chief Tim Raxnacher and his staff have reviewed the proposed pla.n.
Chief Ramachr has noted that any time vacant lan,d is developed, there will be an increase
in police activity because there will be more people activity and cars on ihe site.
Accidents, theft, vanda(ism and disorderly conducti are examptes oihe type of incidents
which may occur. The department:
Rcommends a tra.ffic control device be instailed at the main entrance/exit to the
developmnt
Favors realignment of Edgewood Drive so it would intersecfi Highway 10 at a right
angle and also align vaith the main entrance to the development.
Sta.#a1so interviewed the following individuals regarding either planned or eacisting multi-
screen theater projects, and have summarized their comments below:
I.eutenan Jim Ialy, Ramsey County herif'Department
Re: 14-screen theater in 'White ear Township
The only problems worth mentioning are hefts from autos and gatherings of
teenagers, with some underage consumptian oi alcohol. He fett that the theft
p°oblem occurs any time you have large concentration of cars. They hav been
patrolling in unmarked cars io try to address the problem. He fei# the gathering of
teenagers was occurring because there are no altemativs in the area--the theater is
situated aut in the countryside with no other carnmercial development nearby.
