From the contours on the site plan dated 3/14/97, the current drainage and water <br /> run-off flows primarily into the wetland with lesser amounts flowing into the Highway 10 ditch. <br /> Two NURP ponds are proposed on the site although no calculations have been provided to <br /> determine the expected drainage volume nor capacity of the ponds. Staff has requested a more <br /> detailed drainage analysis from the applicant, in order to refer it to the City Engineer. The most <br /> critical issue is whether or not the NURP ponds are located and size correctly, since the space they <br /> occupy affects the ability to fit the land uses on the site. <br /> Natural Features and Usable Open Space. This proposed development would replace what is now <br /> vacant land with commercial and residential uses, preserving the wetland that is present on this site. <br /> Staff has suggested installation of a walking path around the wetland in addition to the observation <br /> boardwalk/nature overlook shown on the site plan extending into the wetland. Staff recognizes that <br /> the Code is clear in that a sufficient amount of usable open space should be provided with PUDs <br /> but seeks the Planning Commission's input as to how much should be provided. <br /> Landscaping and Screening. While the only landscaping indicated on the site plan thus far is a row <br /> of trees along Silver Lake Road in front of the senior building and a row of proposed and existing <br /> trees between the senior building and the fuel station and restaurant, the applicant has indicated a <br /> willingness to work with the City to provide for adequate landscaping. A detailed landscaping plan <br /> would be submitted with the development stage plan. <br /> ilk <br /> PUD document. Staff has prepared a draft PUD document which would accompany the ordinance <br /> approving the Planned Unit Development. Portions of the document cannot be completed until <br /> issues are resolved. We are enclosing it for your information. <br /> Recommendation: <br /> The 120 day time limit for action on this case falls on July 3, 1997. The Planning Commission <br /> needs to make a recommendation either at this meeting or the next meeting in order for the case <br /> to proceed to City Council within the applicant's desired time frame, based on options on the <br /> property. The Planning Commission would have until May 7 to make a decision based on the 120 <br /> day limit. <br /> Staff would recommend that Planning Commission discuss all of the items listed under the <br /> unresolved issues section of this report with the applicant. <br /> If it is the Planning Commission's decision to "agree to disagree" with the applicant on <br /> uses, and the Commission is willing to take action on April 2 as requested by the <br /> applicant, staff would suggest the Commission take its vote on the project and indicate its <br /> reasons. Staff would prepare a resolution incorporating this direction for approval at your <br /> April 16 meeting. <br />
