It is anticipated that the amount of traffic will not trigger total responsibility for <br /> reconstructing this roadway. The City's current policy for dealing with road reconstruction is to <br /> assign approximately 50% of the cost for road reconstruction to the adj cent property owners. <br /> The remainder is usually paid from State MSA dollars. The O'Neil property would be assessed <br /> based on the frontage on County Road H2. This assessment would be combined with assessments <br /> from other property owners abutting the roadway. If the reconstruction were undertaken with <br /> development of this project, it would accelerate when the assessments on the O'Neil property and <br /> other abutting properties were made. Accelerating the project would also depend on the <br /> availability of MSA dollars. Public Works staff has been asked to look at what it would take to <br /> schedule the project sooner. We hope to have more information for the Planning Commission by <br /> your meeting. <br /> Sidewalks on Highway 10, County Road H2; Walkway around Wetland: Staff would <br /> recommend that walkways be built by the developer from the Long Lake Rd/Hwy 10 intersection, <br /> and from the County Rd H2/Hwy 10 intersection to this site if agreements can be reached with <br /> Donatelle's, to people can go to the theater or to work on foot, if they so desire. There has also <br /> been discussion with the applicant regarding a walkway system around the wetland which would <br /> • link to Silver Lake Park. <br /> There were a number of comments about pedestrian safety, especially on County Road H2 at <br /> night, if there is more traffic from the theaters. Staff would suggest that Planning Commission <br /> discuss with the applicant construction of a sidewalk along County Road H2 on the south side as <br /> an improvement needed with this development. <br /> • Signage <br /> We do not have a signage proposal as part of this submittal. Commissioner Miller asked that we <br /> get more information on signage for your meeting on April 2. Signage would usually be <br /> addre---: • :..- : -- • - .. - - . .. stage. S affwouId recommend-a--coordinated-s' <br /> program be required for this development and be submitted at that time. <br /> • Size of Theater Complex <br /> The question has been raised whether the theater could be reduced from 16 screens to a lesser <br /> number. The applicant has indicated that their marketing plans call for 16 screens. They do not <br /> intend to build theaters smaller than this size in this market. <br /> • Concerns from Schools <br /> The Planning Commission requested that staff contact the schools in the community to ask if they <br /> have any concerns about the theater proposal. I am working on setting up appointments with the <br /> • principals from Irondale, Edgewood, Sunnyside and Pinewood. I hope to talk with them before <br /> your meeting on April 2. <br />
