Planning Commission • <br /> Case No.471-97: O'Neil Property <br /> March 28, 1997 <br /> Page 8 <br /> parking ratio of 3.75 seats per space or 706 spaces with 2648 seats in the theater complex. If it is <br /> not possible to fit more than 700 parking spaces on the property, the number of seats could be <br /> reduced to 2625 to maintain the 3.75 ratio. <br /> With respect to the office uses, staff would recommend that additional parking not be required <br /> since office uses and theaters have offsetting hours. <br /> The project presents the possibility of some parking relief for Donatelle's Restaurant, if the <br /> restaurant and movie peaks are different. It appears from the Wells parking study that the pak <br /> hours will be different, if one assumes that 5:30 - 7:30 is the peak dinner time. Discussions are <br /> underway between Mr. Donatelle and Anthony Properties on a shared parking arrangement. <br /> • Buffer Area Along County Road H2. <br /> One of the critical design elements in this project is the provision of a buffer area along the south <br /> side of the property abutting County Road H2. The proposal is for a 50 foot wide strip to be <br /> reserved. The applicant is willing to leave the existing oak woodland is place, to add trees to the <br /> woodland, or to clear the woodland and install berming and more manicured landscaping, as the <br /> community desires. Guidance is needed from the Planning Commission and adjacent residents on <br /> • <br /> what approach should be used. <br /> Further discussion is needed on how to handle the buffer area if construction of the office <br /> buildings lags behind the theater building. Staff would suggest that the area be left natural and <br /> fenced, as directed by the City Forester, until the office buildings are built. This approach would <br /> result in a 90 foot buffer. <br /> • Wetland Buffer <br /> The proposal shows some encroachment into the 100-foot wetland buffer area established by the <br /> _'. . ,_ . - . .. •, Mounds View. A procedure is in place for issuing <br /> "wetland alteration permits" to allow such encroachments, if certain criteria are met. The area of <br /> encroachment caused by the theater building is approximately 9,750 square feet. The total buffer <br /> area on the north, west and south side of the wetland is approximately 158,000 square feet in <br /> area; the encroachment represents 6%. The applicant is also proposing to build two water quality <br /> ponds in the buffer area, which is a typical practice since they need to be close to the wetland to <br /> filter runoff. They usually revegetate so they continue to provide a"natural" buffer for the <br /> wetland. Guidance is needed from the Planning Commission of whether this amount of <br /> encroachment is a concern. <br /> • Additions to Infrastructure <br /> Improvements to County Road H2: The question has been raised whether this project should be • <br /> required to reconstruct County Road H2 between Highway 10 and Long Lake Road. The project <br /> will add traffic to this roadway. The supplementary traffic report will provide better data on this <br />
