Mounds View Planning Commission <br />Resolution No. 57-82 <br />Page Two <br />WHEREAS, given the uncertainty <br />the building, the additional proposed <br />necessary; and <br />of the ultimate space use of <br />82 parking spaces may not be <br />WHEREAS, the additional proposed spaces and its access will <br />adversely impact the recreational use of the property should the <br />spaces ultimately not be needed; and <br />WHEREAS, site topography and improvements restrict the construc- <br />tion of parking areas on a major portion of the site; and <br />WHEREAS, additional access drives and walkways to the proposed <br />parking area will add hard surface area to the site which would increase <br />storm water runoff; <br />NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning <br />Commission recommends approval of the conditional use permit request for <br />the conversion of Edgewood Junior High School to a community center, and <br />a variance for the reduced number of parking spaces. The variance shall <br />be from 843 spaces to 161 spaces based upon the following hardships: <br />1) This proposal is unique in that the school district has <br />not completed determination of the ultimate space use of <br />• the building, hence the additional parking spaces may not <br />be required with the ultimate uses. <br />2) Site topography and improvements will restrict additional <br />parking on a major portion of the site. <br />3) Additional access drives and walkways to the proposed <br />parkinq area will add hard surface area to the site which <br />would increase storm water runoff. <br />BE IT FURTHER RESOLVED that after a one year period should it <br />be determined by the City that additional parking spaces are necessary, <br />82 spaces will be constructed on the existing hard surface area on the <br />east side of the building and access to this lot will be provided <br />conforming to drawings dated June 29, 1982. In addition, the conditional <br />use permit shall be reviewed by the City on an annual basis to determine <br />whether sufficient parking spaces exist for the continued use as a <br />community resource center. <br />Adopted this 4th day of August, 1982. <br />ATTEST: <br />Chairm n ' <br />(SEAL) <br />Publ' Works/Com" nity Development <br />Dired/tor <br />
