A resolution has been prepared with this direr-tion i thi <br /> Traffic and Access: <br /> SRF Consulting Group has prepared a supplemental traffic study to address the issues noted <br /> below. A copy of the traffic study is attached. The information in the study is summarized by <br /> issue below. This summary is incomplete because staff was unable to discuss the traffic study <br /> with the traffic consultant prior to the mailout of this report. We anticipate talking with Ms. <br /> Heuer prior to your meeting. <br /> * Information on the operation of the access from Highway 10. <br /> • The proposed access to the project site is from Highway 10, using a right-in, right-out drive <br /> entrance approximately midway between Long Lake Road and County Road H2. The consult G <br /> anticipates that the developer will be required by MnDOT to construct acceleration and <br /> deceleration lanes at this drive, which will minimize interference with through traffic on <br /> Highway 10. The on-site circulation needs to be designed to quickly move vehicles from the <br /> highway into the site, so backups on Highway 10 are minimized. This issue will n-v ti be <br /> addressed at the development plan stage. <br /> * Comparison of the trip-generating characteristics of potential alternative uses of the site. <br /> The Planning Commission requested that traffic estimates be done for alternative land uses on <br /> this property. Staff asked the consultant to look at five scenarios: <br /> (1) Existing zoning <br /> 35 duplexes taking access from County Road H2 <br /> 132,000 square feet of retail commercial with: <br /> 25,500 square feet on Parcel A bounded by Long Lake Road, Highway 10, and the wetland, and <br /> taking access from both Long Lake Road;and <br /> 106,500 square feet on the area other than Parcel A and the area zoned R-2, and taking access <br /> from Highway 10. <br /> • <br />
