The actual impact on adjacent residential <br /> neighborhoods is better measured in terms of trips added to the streets rather than changes in <br /> the distribution. It is currently operating at LOS (level of service) B during the PM peak hour. It <br /> is expected to operate at LOS C or better. According to the traffic consultant this is an <br /> acceptable level of operation and represents an increase of one second per vehicle in average <br /> intersection delay. <br /> * Review of safety issues related to U-turns on Highway 10. <br /> The existing design of Highway 10 will allow passenger cars and vans, the predominant vehicles <br /> • generated by the proposed theater development, to make U-turns at either Edgewood Road, <br /> County Road H2 or Long Lake Road.
