General zoning provisions--yard requirements <br /> Section 1104.02, Area and building size regulations <br /> Attachments: Planning Application <br /> Zoning Map <br /> Site Plans(Separate Attachment) <br /> Revised Landscape Plan(Separate Attachment) <br /> Letter from Applicant <br /> Background: <br /> The applicant, MSP Real Estate, Inc., has requested approval of a development review for the <br /> Silver Lake Commons development at 2625 -2665 Highway 10. A total of 16 new two-level <br /> rental townhomes will be created on the now vacant properties just south of the existing Red Oak <br /> Apartments, which will be completely rehabilitated as a part of this project. New hipped-style <br /> roofs and new siding will be added to the apartment buildings to match the design of the proposed <br /> townhomes. With the existing 40 apartment units, this project will be comprised of 56 dwellings <br /> on 3.78 acres for a density of 15.0 dwellings per acre. Each of the townhouse units will have an <br /> attached single-stall garage and the apartments will have 41 new garages to replace the existing <br /> garages. This project does not require a rezoning. Multi-family dwelling structures containing six <br /> . or fewer dwelling units are an allowed use in the R-3, Medium Density Residential District. <br /> The development plan prepared by the applicant includes both the existing Red Oak Apartments <br /> and the new townhomes because changes are being made to the layout of the Red Oak <br /> Apartments as part of this proposal. The Planning Commission may be aware that there has been <br /> • some discussion with City Council on how this project will be financed and whether the City is <br /> interested in selling the land at the corner of Eastwood and Highway 10 to become a part of this <br /> project. These issues are being addressed outside of the development review process. Staff has <br /> reviewed this proposal from the standpoint of whether it meets development requirements. <br />
