Co. <br /> Preliminary Plat&Development Review <br /> Planning Cases 501-97 and 502-97 • <br /> August 20, 1997 <br /> Page 2 <br /> Ordinance No. 599 approving the PUD rezoning passed on May 27, 1997, along with Resolution <br /> No. 5127 approving the general concept plan for the PUD. An application for development plan <br /> approval was submitted on July 11, 1997, and the original target date for Planning Commission <br /> discussion on this item was August 6 with Commission action scheduled for August 20. <br /> However, in light of the identification of a number of issues that must be resolved prior to <br /> Commission action, this item has been scheduled for discussion only at the August 20 Planning <br /> Commission meeting. It is anticipated that the development stage plan will be ready for <br /> Commission action on September 3, with Council action to follow on September 8. <br /> The preliminary plat for Silverview Estates has been submitted for staff review and comment and <br /> has been placed on the Planning Commission agenda for action at the August 20 meeting. The <br /> required hearing notice has been published allowing the City Council to hold a public hearing on <br /> the plat at its August 25 meeting. <br /> Discussion: <br /> Development Review: Staff is anticipating that the time spent on this item before the Planning <br /> Commission on August 20 will be to update the Commissioners both on the items that have been • <br /> resolved and those items that are still outstanding on this project. The following discussion <br /> identifies issues raised by and/or deficiencies in the development plans that were submitted for <br /> consideration. City staff members have met with the applicants, and the discussion below <br /> incorporates the most current responses to the issues raised. In addition, there remain some items <br /> that have yet to be resolved. It is anticipated, however, that each and every one of the issues will <br /> be addressed in a manner sufficient to allow Commission and Council action in early September. <br /> • The building area allowed in the PUD for the senior housing component is 84,000 square feet <br /> maximum. The architectural site sheet 1 of 1 indicates that the building area for the senior <br /> housing is to be 115,800. This modification will require an amendment to the PUD concept plan <br /> that was approved on May 27 and which governs the development of the development stage <br /> plans. <br /> Applicant's Response: The senior housing complex was proposed at 83 units. The building <br /> size and configuration was conceptual and estimated at 84,000 square feet. As now planned, <br /> the building has 82 units. Our architect has designed the building to include, in addition <br /> to the 82 units, lobby and lounge areas, offices, game room, library area, music, arts and <br /> craft areas, a chapel, storage and trash areas. The building square footage is now <br /> approximately 115,800. In retrospect, it may have been better to set general parameters on <br /> the building size in the PUD for a building of this type. It is our intent to abide by the <br /> setback standards and parking requirements set in the PUD. • <br /> Staff Comment: Theoriginal building footprint of 84,000 was the result of the scaling of the <br /> building on the concept plan drawing. However, the building footprint has not changed since <br />
